New User Connection Process

Any property owners requesting to connect and gain sanitary sewer service from the Taylor Regional Sewer District must be approved through the following steps:

  1. Make an Inquiry. This free-to-submit form is the first step to connecting. A District representative will confirm important details about your property and the process. Furthermore, we may be able to help direct you to local, qualified contractors and other resources as you budget and plan for your connection project. Collection system “as built” documents can be provided to help identify the nearest sewer main or spur to connect your property.

    ***Enforcement Note: anyone who received a Notice to Connect should not submit an inquiry form. Your property details and sewer availability (including system capacity) is already known to the District.**
  2. Review Sewer Use Ordinance. This legal document details the regulation of sewers in the District including penalties associated with its violation or noncompliance.

  3. Contractor Selection. Ideally after getting multiple bids, choose a qualified contractor team to construct your sewer lateral and, if needed, decommission any onsite septic systems. All work must meet the District’s standards and specifications to pass inspection. Unless your property is near a gravity sewer main, tapping into a force main requires the right grinder pump station to reduce solid particle sizes and pressurize wastewater.

  4. Application for Service. After the District confirms important details including available capacity in the system, applicants – a property owner or their representative – may apply for a permit to construct a sewer lateral connection. The permit fee, capacity fee, and inspection fee are all due before a permit is issued. See the “Rates & Charges” section below for more information.

  5. Construction. Following all sewer use ordinance and specifications provided by the District, coordinate with your contractor team of excavators, plumbers, electricians (if needed) to do the following:
    • Call 811 or go online to have underground utilities located prior to digging
    • Survey the site and review “as built” drawings to plan installation
    • Dig a trench and/or bore underground for sewer lateral
    • Dig a pit for grinder pump station, run conduit for power supply
    • Lay pipe with appropriate fittings for sewer lateral
    • Place and hookup power supply to grinder pump station
    • Disconnect and decommission any abandoned onsite septic systems
    • To avoid extra cost, do not cover or backfill until after the inspection is passed.
  6. Inspection. The District requires that your connection to the sewer is inspected by the District or their representative prior to filling in or covering the completed construction. To schedule a connection inspection, please call BCS Management at least 48 hours in advance of your desired inspection.
    A grinder pump startup report completed by a certified technician (provided by the District) is required at inspection. This protects the warranty for the pump.

Rates & Charges

Schedule of Fees

Regular sewer bills:
For all classes of users, a rate of $89.24 per EDU shall be billed monthly. FOG facility surcharge fee of $75.00 each month

Excessive strength surcharges:
Additional charges for treating stronger-than-normal domestic waste shall be made on the following basis:

  • $1.00 per pound of FOG in excess of 100 mg/L of fluid
  • $1.00 per pound ofTSS in excess of 300 mg/L of fluid
  • $0.50 per pound of CBOD in excess of 250 mg/L of fluid.
  • $1.00 per pound of ammonia or ammonium nitrogen (NH3N) per 15 mg/L of fluid.
  • $5.00 per pound of phosphorus received in excess of 8 mg/L of fluid.

Monitoring fee of at least $75 per event and up to $250 for each sampling or monitoring event.

New users:
Capacity fee (once at connection) of $1,750 per EDU
At the time the application is filed, a permit and inspection fee shall be paid to the District of:

  • $125 for a single-family residential user, or
  • $185 for a multi-family residential user, or
  • $250 for a non-residential user (commercial, industrial, or other).

 

Other fees:
Pump and Haul billed at actual cost passed through to user Bad Check/ Nonsufficient Funds (NSF) Fee of $35 per event Late payment penalty of 10% of billed amount
Lien fee for uncollectible accounts of $95
Credit card or similar electronic payment processing surcharge of 4%
